It extends KP by adding the Sub-Chart Ruler level and a framework called Cuspal Interlinks — the web of connections between houses. While KP uses 3 levels, KCIL uses 4, allowing differentiation of people born seconds apart.
A planet has power when it can directly give results of its own house position. Four conditions (any one sufficient):
