Rahu and Ketu own no signs, so they have no lordship to classify; they act through the sign lord of the sign they occupy and the planets they join (see Rahu & Ketu in KP).
In the Vimshottari system Mercury's Mahadasha lasts 17 years out of the 120-year cycle. For Capricorn rising it activates the 6th house (debts, disease and rivals) and the 9th house (fortune, dharma and the father). Capricorn is a movable sign, so its Badhaka (obstruction) house is the 11th, whose sign is Scorpio and whose lord is Mars. Mercury is not the Badhaka lord. The Maraka lords for Capricorn rising are Saturn (2nd) and Moon (7th); Mercury is not one of them.
